At this point, all of the nobles and common folk in the entire city of Sarus had learned of the Skycourt Kingdom's sinister plot to assassinate the princess and invade the Effer Kingdom, and everyone had been swept up by the heat of war. A conscription order was one of the ways through which the Effer Kingdom recruited soldiers from the general public.
